Windows Server requires CALs
Windows Server Datacenter and Standard, the two editions that dominate the market, require per-core licenses plus some form of Client Access Licenses (CALs). Simply purchasing and installing Windows Server licenses on your server does not grant usage rights.
While the server itself is licensed, users and devices require CALs to legally access and utilize its features. Without the appropriate CALs, your Windows Server installation remains unlicensed.

You do not need CALS for EAS that comes with software assurance
