This is the first step towards achieving the goal of dedicated servers on Modern Warfare 2.

Issues:
# Server crashes on exit. (Hence, the WIN_IMPROPER_QUIT error you saw in the beginning)
# Local client still exists as a spectator in-game, taking up 1 client spot.
