Is licensing Windows Server per VM cheaper?

Hypervisor doesn’t matter. If you have a low number of virtual machines, if you have or can afford to buy current either subscriptions or licenses with SA for Windows Server and you have all the CALs with Software Assurance, then probably it’s going to be cheaper.
