DDOS is a DISTRIBUTED denial of service, meaning you need a bunch of computers, ideally as distributed and diverse as possible.
A DOS is just one computer from one location. So the explanation is a bit off. Not a big problem.

People with dynamic IPs will get a new IP address after rebooting their router, people with static IPs will not.
the sweeping use of "more powerful" (no basis in technical reality, no defined scale for "power",) and the idea that you can unplug/replug your modem to "get a new IP" (depends heavily on your ISP's configuration and their DHCP leasing policy.) The only hard and fast actual information here is that you can get a very GENERAL location based on a public-facing IP (ip lookup.) My location shows as the next state over for example. Your browser may also be masking your IP for you, and if you're using a VPN, then location is even less useful/accurate.
The bit about port forwards: Again, it's not so simple. I know this is more targeted towards beginners, but while generally it's more advisable to initiate connections from inside out, that doesn't mean that a port forward makes you any more vulnerable as a rule; Your service that you're forwarding to may (and likely, trust but verify yadda yadda) more capable of handling certain issues than the dumb ISP router you are statistically likely to be using is.
I mean, using your ISP's provided router to begin with is a security risk. Understanding risks is important though; Sweeping generalizations and simplifications are rarely accurate or give the whole picture, as much as people want them to.
This is really cringe lol. Made me laugh. But for home users people hacking into your online accounts or tricking you into installing malware is a lot worse of a risk than getting your ip leaked. DDos against businesses can cause financial loss but you have mitigation providers that can filter 2+tbit of attack traffic. But technically if someone could socially engineer your isp to get them to give them your information but this just depends on your provider. Some home users might have vulnerable devices exposed to the internet though UPNP( should really have this disabled ) like garbage chinese ip cameras or tv boxes etc that would allow someone to get onto your lan and try to infect other devices. If you play online games some are p2p so other players can get your ip and in other games server owners can also get your ip and some just (d)dos players for the fun of it. If you are a youtuber or something people might want to try and doxx you too and harass you irl too. Without an IP you can't access the internet because its how data gets back to your devices and anything you connect to gets your ip in order to send data back.

there is no danger of your ip being pulled if you have a dynamic ip address then your ip address will probably change every month and most routers in the world have ddos protection and ip address geolocation is NEVER accurate and you can literally change your ip by just shutting down your router for 5-10 minutes and turning it back on
