Update Windows to the latest version 23H2
Step 1) If you have installed the game external drive then Uninstall and reinstall the game to Internal (C Drive) SSD
Step 2) Go to the Downloads in Ubisoft Connect and click on “play” on the little controller icon
Step 3) Run the game from the game installation folder, try running as an administrator, try compatibility mode.

Step 6) Allow the game to Antivirus program and Windows Security
Step 7) Verify the game files
Step 8) Rename save game folder in Documents folder, doing this will create a new save game folder, you will lose all the game progress, you have to start everything from scratch

Step 10) Disable overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), Close all the overclocking app such as MSI Afterburner, riva tuner etc.

Try this too. Only thing that worked for me; Turn off compatibility mode for ubisoftconnect.exe, ubisoftextension.exe, ubisoftgamelauncher.exe and ubisoftgamelauncher64.exe and add the -dx12 argument like this brother said and it should work.
thank you man i spent hours looking for a fix and finally saw this video. adding dx12 into arguments was the fix for me.
I don't know which setting changed helped but after all this I went to bed, woke up and when i checked the game properties i forgot that i left it in compatibility mode. When i turned it off the game just launched and im so happy. Spent hours trying to figure this all out 👍🏻
