In summary, after having this issue come and go for the past few months, I’ve concluded that the issue happens because it gets stuck in boot. The error message is 100% misleading.
In my case, there was an issue with the audio, causing it to freeze. This was to expected as generally when I changed something with the audio, it would get fixed.
The last times I’ve had this issue, the solution would be to play some audio in the background while booting……
