Clear cache it seemed to work for me,, steam/settings/downloads/ clear cache.
Steam is sometimes buggy. Play around with the options this legend counted and if it doesn't work simply click on go offline and go online again. Check if the steam servers are running. Be patient.

6 months later just go offline then back online

just restart your computer, youll be fine
played for 5 hours just to realize i have to redo everything again
Literally all the methods are a wast of time and hard drive space. Sign out an sign back in easy enough
