step 1: su root

step 2: yum install https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm

step 3: yum install https://download1.rpmfusion.org/free/el/rpmfusion-free-release-7.noarch.rpm

step 4: yum info vlc

step 5: yum install vlc
