The Remote Desktop web client lets users access the Remote Desktop Host through a web browser and run RemoteApps. Users need the URL where they can access to the Web Client, their domain credentials, and a supported web browser.
This works for versions Windows Server 2016 and Windows Server 2019

Have you tried to setup Remote web access in windows server 2012 R2 in the last 6 months? It seams to no longer work. Is this something you can demonstrate?
Your session ended because an unexpected server authentication certificate was received from the remote PC. Ask your admin or tech support for help.

Anyway how did you do that without domain? Actual Windows Server does not allow to config remote desktop service without domain.
