What is IPv4 and IPv6 in Layman's Terms?

IPV4 (INTERNET PROTOCOL version 4) is a system that gives out different IP Addresses for EVERY DEVICE that is used on the internet. IPv4 has BILLIONS OF NUMBERS BUT THEY ARE RUNNING OUT because there are now more devices that need an Internet Connection!
