A CAL – client access license – is not a piece of software. It’s not a key. It’s a permission. Microsoft permits you – lets you – access the server if you license every user or every device that accesses the server. Without it, you can technically access it, but it will violate the license, so if you want to be compliant and play by the rules, you must purchase client access licenses. Technically you can use it without CALs, but if you have an audit, then you have a problem
