Cilium Pod ARP Dynamic Resolution to BIG-IP/External Linux VXLAN Device

When deploy BIG-IP and CIS to have VXLAN Tunnel connectivity to Cilium Pod, we rely on control plain CIS to populate static Pod ARP address to BIG-IP. What if we enable dynamic ARP resolution for Cilium pod without relying on CIS? BIG-IP send ARP request to Cilium pod, Cilium send ARP reply for Cilium pod, this would save us adding extra code to CIS. Also what if the external VXLAN device is not BIG-IP, just plain Linux with VXLAN device that does not have the BIG-IP CIS control plain, this Cilium ARP feature would resolve that problem too for Linux VXLAN device.
