Fixing Bluetooth Pairing Issue in Windows 8.1

Just a tip and what I had to do to get Bluetooth Pairing to work in Windows 8.1 where I found that somehow the Bluetooth Support Service was disabled and this prevented any devices from being listed and would not allow Windows 8.1 to pair with any Bluetooth devices.
